The Treasury Offset Program (TOP) is a government initiative that helps collect debts owed to federal agencies by withholding payments, such as tax refunds or Social Security benefits, from debtors. If you owe a debt that's past due to a government agency, your federal payments could be offset, or reduced, to pay for it.
The program is commonly triggered by: - Unpaid federal or state taxes - Defaulted federal student loans - Child support obligations - Unemployment insurance overpayments - SBA or EIDL loan defaults
The U.S. Treasury's Bureau of the Fiscal Service (BFS) runs this program and works with the Internal Revenue Service (IRS) to collect delinquent debts owed to federal agencies.
To avoid offsets, you can get out of default through loan consolidation or rehabilitation, which removes you from the offset list. The Department of Education sends debt to a collection agency, and if the debt remains unpaid, it's reported to the TOP.
