The amount of pressure drop required to constitute a bomb cyclone depends on latitude. In this case we saw pressure drop 29 milibars in 24 hours. This increases wind speeds, waves, and coastal flooding chances. Waves in Kitty Hawk have completely buried the stairs leading down to the ocean in sand.
