Consumer P2P transfers and P2M payments under ₹2,000 remain free, covering about 96% of transactions. Above ₹2,000, a 0.40% MDR applies, capped at ₹300 for transactions of ₹75,000 and above.
The framework exempts small merchants with monthly receipts up to ₹1 lakh and specified essential sectors like railways and fuel, which face a flat ₹5 charge above ₹2,000. Consumers are not required to pay the MDR directly, as it is distributed among banks and payment providers rather than being a government tax.
