A strong polar vortex can help keep the coldest Arctic air bottled up near the pole. But if the vortex weakens or becomes disrupted, that cold air can move south into the U.S. The bigger question is what happens later this winter. A very strong El Niño is also developing in the tropical Pacific, which could influence weather patterns across the U.S. and add another factor to the winter forecast.
